ISLAMABAD: The Upper House the Parliament could not take up its entire agenda appearing on `Orders of the Day’ as the sitting had to be adjourned after lack of quorum and walkout of the Opposition lawmakers.
The House discussed the arrest of Leader of the Opposition in National Assembly Muhammad Shehbaz Sharif and could not take the business of the House on Private Member’s Day.
Twelve bills were part of the agenda but these could not be considered.
These legislative proposals were the State Bank of Pakistan (Amendment) Bill, 2018; the Constitution (Amendment) Bill, 2018] (Amendment of Article 130); the Publication of the Holy Quran (Elimination of Printing and Recording Errors) (Amendment) Bill, 2018; the Banking Companies (Amendment) Bill, 2018; the Constitution (Amendment) Bill, 2018] (Amendment of Article 11); the SBP Banking Services Corporation (Repeal) Bill, 2018; the Maternity and Paternity Leave Bill, 2018; the Constitution (Amendment) Bill, 2018] (Amendment of Fourth Schedule);. 18. Senator Syed Muhammed Sabir Shah to introduce the Bill further to amend the Constitution of the Islamic Republic of Pakistan, 1973
[The Constitution (Amendment) Bill, 2018; the Ratification of Foreign Agreements by Parliament Bill, 2018; the Exit from Pakistan (Control) (Amendment) Bill, 2018; the Day Care Centres Bill, 2018 and the Trained Paramedical Staff Facility Bill, 2018.
Four resolutions, four motions under Rule 218 and a motion seeking extension on a report were not considered by the House.
Pakistan Muslim League (N) leadership and its like-minded parties in the Senate debated the arrest of National Assembly Opposition Leader Shahbaz Sharif and termed it as a breach of Parliamentary Privilege.
Opposition Leader in the Senate Raja Zafar-ul-Haq condemned the arrest and said it was highly regretful to victimize a person who was a patriotic political figure of Pakistan.
He said Shahbaz Shairf had played a historical role in the development of the country, adding it was unfortunate that Shahbaz Sharif was called in clean drinking water and arrested in “Ashiana Housing Scheme”.
He alleged that two parties singed the Charter of Corruption in past and gave the portfolio of Chairman PAC to one another to protect their corruption.
He said, that leader of Pakistan Tehreek-e-Insaf raised the slogan of accountability, 22 year ago.
He said one the biggest problem of the country is corruption.
He alleged that PML-N government had taken loans of 2800 billion dollars and where this amount had been spent.
He alleged that about 10 billion dollars money laundering had been done in the country.
He alleged that state institutions had been damaged by the PML-N and PPPP.
“The person who looted the country will have to go through accountability process” he added.
PML-N Senator Javeed Abbasi also condemned the arrest of the Opposition Leader and said he was arrested in a case in which not even single penny corruption had occurred. “Ashiana Housing Scheme was a public, private partnership project,” he added.
Lt. General (R) Abdul Qayyum, said “Shehbaz Shairf is well popular leader not only in Pakistan but also aboard, ” adding allegations of corruption against him were totally wrong.
PML-N lawmaker Ghous Muhammad Khan Niazi said it was unfortunate that opposition leader in the National Assembly had been arrested in a very bad manner.
He said, Shahbaz Sharif was called on clean drinking water case and was arrested in Ashiana Housing Scheme.
He said that his arrest gave the impression that carrying of development work in the country was crime.
NP Senator Tahir Bizenjo said that arrest of opposition leader in the National Assembly would damage the democratic system.
JUI-F Senator Atta-ur-Rehman termed the arrest of the opposition leader in the National Assembly as insult of Parliament.
PML-N Ayesha Raza Farooq said ,”I strongly condemn the arrest of the Shahbaz Sharif and term it as black day in the parliamentary history.”
She termed the arrest of opposition leader in National Assembly as political victimization PkMAP Senator Usman Kakar, said that accountability should be done across the board.
“We are not against the accountability, but it should be impartial and across the board”.
He urged the political parties to work for the strengthening of democracy.
PkMAP Sardar Muhammad Azam Khan Musakhel said accountability should be conducted across the board.
He alleged that rigging had been done in the July, 25 general elections.
He said that there should be difference between accountability and victimization.
Senator Dr. Jehanzeb Jamaldini while condemning the arrest of the Shahbaz Sharif observed that it will harm the norms of the democracy.
Independent Senator Sadia Abbasi pointed out that arrest of leadership of the Pakistan Muslim League Nawaz will not weaken the party.
PML-N legislator Kalsoom Parveen said that Shahbaz Sharif was called in “Clean Drinking Water” and was arrested Ashiana Housing Scheme.
She suggested that Chairman National Accountability Bureau may be summoned in the committee of whole. PML-N Senator Saleem Zia said that political victimization had been done with Pakistan Muslim League (Nawaz).
