Kiev The most strategic spot for Eastern Ukrainian rebels was the town of Debaltseve that is fallen and rebels are controlling the town with full force.
Pro-Russia forces seized parts of the strategic railway hub of Debaltseve in intense street fighting. Over 80 Ukrainian soldiers were captured by rebels. Both sides did not follow ceasefire agreement and Ukraine official said it would not remove heavy weapons unless rebels stop fighting, resulting heavy fight in Debaltseve during last three days.
Debaltseve was captured by rebels before September 2014 Minsk agreement but they lost it and then recaptured it and then Debaltseve fell in “grey area” when it came a ping pong ball –falling at night to rebels and recaptured by the Kiev focers at day.
It is the most strategic spot in whole war of Eastern Ukraine. This is – a key transportation hub of Donbass. Through Debaltseve, passes all electrified railway track connecting Donetsk and Lugansk. The main road corridor between the regional centers – M04 highway – also goes through Debaltseve.
Actually Debaltseve is not attached to the “DNR” and “LC” September 2014 position. This is – a classic “gray zone”, whose status has not yet been determined but it looks rebels will remain its control.
On Tuesday, the United Nations Security Council adopted a resolution endorsing the 13-point Minsk accord on ending the Ukraine crisis. Accord includes cease-fire and cessation of hostilities.
The United Nations Security Council voted unanimously to approve this Russia-drafted resolution to support the Minsk accord reached by the leaders of France, Germany, Russia and Ukraine last week. The resolution was submitted to the UNSC by Russia on February 13, a day after the Minsk deal was agreed on. It is aimed at endorsing and executing the Minsk agreements.
The 15-member Security Council endorsed the ‘Package of measures for the Implementation of the Minsk Agreements,’ which was adopted and signed in Minsk on 12 February.
That agreement is annexed to the resolution. It states that the immediate and comprehensive ceasefire in certain areas of the Donetsk and Luhansk regions went into effect on 15 February, 12am local time.
One should look into Minsk accord to understand who is losing diplomatic war day by day— Ukraine or pro-Russian rebels?
The package includes:
– Adoption of a law on the special status of certain territories;
– The holding of local elections in the territories “DNR” and “LC” in accordance with the law;
– Constitutional reform, under which will be constitutionally enshrined special status “People’s Republic”. Moreover, the new constitution must not only take – it should enter into force before the end of the year.
One of the conditions for regaining control over the border is the holding of local elections in the territories controlled by the rebels Donbass. And it is – not a small thing. It may be mention that the key element of the proposal moved by Merkel and Hollande during talks was the holding of elections in the Donetsk and Luhansk region.
After the local elections on specific areas Kiev will be obliged to recognize the legitimacy of Zaharchenko Carpentry and others. With that honesty of these elections and the correctness of the counting of votes will be outside the jurisdiction of the central government sitting in Kiev.
The Minsk accord says that elections must be fair and must take place by the standards of the OSCE. The troops of DNR” and “LC units” after the elections awaits legalization, which Kiev, again, have to admit.
Accord demands the creation of a people’s militia units to address local councils in order to maintain public order in some regions of Donetsk and Lugansk regions.
The powers of local council deputies and officers elected in early elections, appointed by the Verkhovna Rada of Ukraine by this law, cannot be terminated. All of these will have to provide financial resources Kiev. Ukraine is committed to find a way to ensure social payments.
Accord provides for mutual financing – “full restoration of socio-economic relations, including social transfers, such as pensions and other payments (receipts and income, timely payment of all utility bills, tax recovery within the legal framework of Ukraine).”
Under this accord, there is a clause that prohibits the prosecution and punishment of persons in connection with the events that have taken place in some regions of Donetsk and Lugansk regions of Ukraine. Now Kiev has no option to arrest or try those who were involved killing civilians.
Minsk agreement that is in now Security Council of United Nations can benefit more to pro-Russian rebels if this agreement is really implemented in letter and sprite.
