RAWALPIMDI–Despite the advice of Punjab Government to set up an authority for the beautification of Rawalpindi city, the Parks and Horticulture Authority (PHA) yet lackes the due powers and control of city parks. Due to scarce resources and powers, PHA seems incapable to implement certain crucial plans regarding the beautification of the city. Citizens are afraid that the plans to increase greenery in the city will hang
about only in the documents. According to the details, on 4th of August the Punjab Government issued a notification in which PHA was declared the authority for the process of enhancement of greenery in Rawalpindi city. Muhammad Akram Soben was appointed as Director General of PHA but even after passing 6 months, neither power could be transferred from District and Tehsil Governments to neither PHA nor the control of parks, play lands and nurseries could be given to it. PHA does not hold any office and it is unable to raise its revenue as it has not any control over the main parks and nurseries of the city from where it could earn through advertisement. On the other side, PHA, with the cooperation of provincial government, has started the construction of many stadiums and play lands in many educational institutions of the city but the funds provided by the government are insufficient for these projects. The heads of PHA said that PHA will become self made in developmental budget if it’s all the income resources and powers had given to it and in this way, the ongoing projects can also be easily completed. They said that PHA wants to buy a building locating in a corner of Liaquit Bagh. They assured that if PHA got a chance to work with its full resources and powers, then people will find Rawalpindi a quite different and beautiful city.
