IHC summons Secretary Cabinet over police promotion issue

ISLAMABAD—Islamabad High Court here Monday summoned Secretary Cabinet
Division to appear on May 13 and apprise it over alleged violation of
rules in granting promotion to police officers from BPS-20 to BPS-21.
The Single Bench comprising Chief Justice Sardar Mohammad Aslam heard a
writ petition submitted by Sultan Hanif, a serving Deputy Inspector
General of Police.
Shah Khawar Advocate, counsel for the petitioner, said that Hanif’s
promotion was due from the current grade to next on the basis of his
service tenure.
But the Central Selection Committee of Police Services in its last
meeting on March 19 had recommended the promotion of four other officers
from BPS-20 to BPS-21 after the officers took their issue to different
courts, he added.
He apprised the court that a notification in this regard was also issued
by the Establishment Division.
He contended that it was an aberration of Establishment Division
circular, which made it mandatory that Central Selection Committee,
consisting a panel of three plus three members, should be constituted to
look into police promotion issue. The same panel would send
recommendation for the promotion of police officials to the Prime
Minister for approval, he added.
He prayed to the court that in the promotion issue, the set legal
procedures were violated, therefore, the notification in this regard
should be declared null and void till the settlement of the case. He
cited police promotion case being decided by the Islamabad High Court.
The petitioner had made Secretary Cabinet Division, Chairman Federal
Service Commission, Chairman Central Selection Committee and Secretary
Establishment Division as respondents in his petition. |
