Political Bureau ratifies CPC’s 5 year anti-corruption plan

BEIJING—The Political Bureau of the Communist Party of China (CPC) Central Committee passed a five-year plan for the Party’s prevention and punishment of corruption in a meeting on Monday.
The members of the bureau attending the meeting urged Party organs at various levels to take the plan, which aims at establishing a system to punish and prevent corruption from 2008 to 2012, as a guideline for their anti-corruption work in the next five years.
Presided over by Hu Jintao, general secretary of the CPC Central Committee, the meeting asked Party organs around the country to put the implementation of the plan into their working agendas.
The anti-corruption plan emphasized the prevention of corruption along with punitive measures, which would combine punishment with education, supervision of officials and improving China’s judicial system.
Central departments of the CPC and government should take the initiative to implement their duties of anti-corruption, the plan said, adding that the Party’s disciplinary inspection organs should intensify their supervision over Party organs at their levels.
The Political Bureau of the Communist Party of China (CPC) Central Committee on Monday met to discuss a temporary regulation covering the tenure system for delegates of CPC congresses, which aims to expand intra-Party democracy.
The meeting, presided over by Hu Jintao, the General Secretary of the CPC Central Committee, also ratified a five-year plan for the prevention and punishment of corruption and discussed the reform of collective forest rights.
The meeting stressed that the system of Party congresses is an important component of the Party’s organization system. The 17th National Congress of the CPC made important decisions on implementing the tenure system for delegates of CPC congresses.
The decision attaches great importance to sparking the enthusiasm and initiatives of delegates to participate in intra-Party affairs, letting delegates fully play their role, expanding intra-Party democracy, improving the CPC’s ruling capacity, maintaining the Party’s advanced nature and enhancing the Party’s vigor and unity.
The meeting stressed that a system for delegates of the Party’s congresses to perform their duties should be established and improved, so as to safeguard the rights of delegates and let the delegates fully play their roles.
Delegates should carefully learn the Party’s theories, guidelines and policies, play an exemplary role in observing the Party Constitution, have frequent contact with Party members and ordinary citizens and voluntarily accept public supervision, said the meeting.
Delegates should vigorously participate in the activities organized by the Party congresses and Party committees of the same level. They should make further research into local economic and social development, as well as the Party’s construction, and make suggestions accordingly.
They should build close ties with grassroots Party members and ordinary people and familiarize themselves with the problems encountered in the implementation of the CPC’s resolutions and decisions and help express their problems and suggestions.
They should supervise Party committees at their level and disciplinary inspection committees, as well as their members, in accordance with to relevant intra-Party regulations, according to the meeting.
The meeting said Party organizations at all levels should help congress delegates play their role better and improve the system of Party congresses with an innovative spirit.
