Merit be followed in induction to PSP from provinces: Senate Body

ISLAMABAD—The Senate Standing Committee on Cabinet has directed that
provincial quota be followed while inducting police officers in Police
Services of Pakistan (PSP) cadre.
The Committee met at the Parliament House here Wednesday under the
Chairmanship of Senator Abdul Ghaffar Qureshi to discuss the working,
performance of the Establishment Division and its attached departments.
The members of the Committee welcomed the move to call back the Army
Officers from different Civilian Departments. It was observed that five
years age relaxation should be applied for CSS examinations so that more
and more people may have chance to appear in the exam and show their
worth and relevant Constitutional provisions be followed in letter and
spirit for allocations.
It also called for presentation of the FPSC report in the Parliament in
the first quarter of the following year. The Committee appreciated
National internship Programme (NIP). However it underlined the need to
give more priority to the less developed areas with a view to remove the
feeling of being deprived.
The Committee directed the Establishment Division to provide all the
details of the NIP so as to enable it to suggest ways and means to
overcome the difficulties and to remove the bottlenecks in the way.
It also stressed the need to streamline the matters pertaining to ACRs,
promotions and postings of the OSD officials. Earlier, the Committee was
given a detailed briefing about the role, functions and performance of
the Establishment Division and its attached departments.
It was informed that Establishment Division is the human resource
management division of the Government and therefore caters for the
recruitment, training, postings, promotions and deputations besides
administering four occupational groups, improving administrative reforms
etc.
Details of the actual size of the civil servants were also submitted
before the Committee. It was informed that there was 12.59% deficiency
as far as the sanctioned strength was concerned. It was stated that
special quota for women has been introduced to promote gender
mainstreaming, empower women and give them more participation in the
national decision making.
Regarding National internship Programme, it was stated that the
programme has been designed to provide a temporary employment to the
educated youth and provide them an opportunity of on the job experience.
The Committee assured its all out support in removing the hurdles and to
give suggestions to improve the working of the Establishment Division.
Senator Abdul Ghaffar Qureshi, Chairman Senate Standing Committee on
Cabinet Secretariat welcomed the members of the Committee and expressed
the hope that the Committee would work to improve working of the
Establishment Division and its sister organizations. He also felicitated
Senator Rehmatullah Kakar on his induction in the Cabinet as Federal
Minister for Housing & Works.
The meeting was attended, among others, by Senators Abdul Raziq,
Muhammad Abbas Komaili, Engr. Rashid Ahmad Khan, Mrs. Rehana Yahya
Baloch, Fauzia Fakhur-uz-Zaman, Ch. Muhammad Anwar Bhinder, Rehmatullah
Kakar, Kamran Murtaza besides Secretary Establishment Division Mr.
Ghiasuddin and senior officials of the ED. |
