CJP advises judicial officers to give speedy justice to public

ISLAMABAD—The newly appointed Civil Judges should be given intensive training to improve their skills in hearing cases, taking decisions, writing judgments and in court management.
Chief Justice of Pakistan Justice Abdul Hameed Dogar expressed theses view in his address to the newly appointed Civil Judges –cum-Judicial Magistrates from NWFP and Balochistan who called on him in the Supreme Court of Pakistan on Monday along with the Director General of the Federal Academy ( FJA) and members of the faculty.
Chief Justice of Pakistan said: unless young officers are given the proper training, they are likely to acquire by reason of their inexperience, un-businesslike habits which they may find it difficult to shed later on and which may prevent them from becoming efficient judges.
“A certain amount of training in the administrative work of a court is also essential to fresh entrants into the service, if they are not to be at the mercy of their ancillary staff” he observed.
About the menace of delay he said: delays in the disposal of cases and the accumulation of arrears are in a great measure due to the inability of officers to arrange work methodically and to appreciate and apply the provisions of the Procedural Codes..
“However, well framed the substantive law and carefully designed the procedural law, the proper application and working of these laws lies largely in the hands of the officers presiding over the courts. Even if these laws were perfect, we would need adequately trained and capable judicial officers to apply and administer them. Without such personnel, administration of justice can never be satisfactory”” he maintained.
In view of the opinions shared by two of the trainee judges one from NWFP and another from Balochistan, Chief Justice of Pakistan said: They must have experienced how the lack of such training affected their capacity to perform better in their functions.
Giving a word of encouragement to the young officers Chief Justice of Pakistan said that he was alive to the gamut of problems being faced by the lower courts; hence, significant steps have been taken to lessen both the problems of the judicial officers and justice seekers.
“Whatever perks and privileges the judicial officers have started availing from the day God All Mighty has bestowed me to be the Chief Justice of Pakistan, are in fact, exceptional and still efforts are one for the euphoria of the judiciary and judicial officers but what I expect from you it is to give speedy justice to the litigant public because judiciary is the last resort of the aggrieved people”, Hon’ble Chief Justice of Pakistan said.
About the development of judicial infrastructure he said: In order to facilitate both the judges and justice seekers there would be built Judicial Complex at district level and if feasible at the Tehesil level” he added.
Speaking on the occasion, DG of the Academy highlighted the services of Chief Justice of Pakistan for the welfare of the subordinate judiciary from the day Hon’ble Chief Justice of Pakistan has taken oath of his office.
About the training he said: The trainee judges are particularly trained how to win the confidence and trust of the disputing parties as a neutral person and are told that all their efforts should be directed for consensual settlement without taking any side.
Thirty-six trainee judges both from Balochist and NWFP are undergoing four week pre-service training here at the Academy and five of them are females from NWFP. On 29th of March Chief Justice of Pakistan will award them certificates on completion of their training.
