Global environment system burdened with duplications, lacks coordination: Bukhari

ISLAMABAD—Federal Minister for Environment and Local Government Wajid Hussain Bukhari said that better global governance is not only key to managing globalization and the global environment in efficient and effective manner but understanding the relationship between these two.
He expressed these views while addressing the UNEP Forum and later talking to Environment Ministers of various countries.
The minister said that during last fifteen years many international summits, ministerial conferences, multilateral agreements, conventions and protocols have taken place which left their print on the global path to sustainable development but only few of them have been translated into actions. As a result the global environmental trends continue to be negative, he added.
There may be several reasons for such a lack of progress but the governance is the master key. “We must realize that the international system of governance is complex, burdened with duplication and lacks coordination” the minister added. Syed Wajid Hussain Bukhari said Pakistan has always supported global initiatives towards international environmental governance. Pakistan is party to all the major conventions and protocols.
“We support all global endeavours to improve environmental governance. However, it is necessary that in all such efforts revolve around the principle of common but differentiated responsibility” the minister added.
He said that we support enhanced policy coherence and focus on implementation, compliance and capacity building. However, it is recommended that we should build on strengths of present system while expanding cooperation between the different parts of the UN System. National sovereignty must be respected.
We should also take care that in our enthusiasm to improve global environmental governance. We don’t devise such mechanisms which may impose undue monitoring requirements and unjustified targets; the Minister maintained.
