ISLAMABAD—Opposition members presented two bills on constitution
amendment in the National Assembly on Tuesday, however due to opposition
by the treasury bench the speaker postponed reviewing of the bills . On
Tuesday in NA, MP Bhandara presented the Constitution Amendment Bill
2007 and said that an amendment should be made in article 54 (2) of the
constitution under which the assembly should complete its mandatory 130
days excluding holidays.
On the other hand, Federal Law Minister Zahid Hamid strongly opposed it
stressing that for the approval of the Bill, two-third majority is
necessary and MP Bhindar must first bring it forward at the
Parliamentary party . Upon this the speaker deferred the reviewing of
the bill.
PPP’s Belum Husnain presented the bill that an amendment in the
constitution should be made and a limit should be made on legislation
and no legislation should be allowed to take place without completion of
quorum. After consensus the speaker also deferred this bill.
Kanwar Khalid Younis presented CDA amendment Bill 2007 for legal action
against individuals involved in illegal constructions and illegal
encroachments, which was not opposed by the treasury benches and the
speaker forward it to the concerned Standing Committee.
Meanwhile Mehreen Anwar presented a Bill regarding Medical Facilities to
the injured without police report and later the Bill has been sent to
Standing Committee on Health without the interference of the Government.
State Minister for Law Shahid Akram Bhinder said that all efforts are
being provided for swift justice and pending cases in Courts is
decreasing as more and more Judges are being appointed in this regard.
Federal Minister for Parliamentary Affairs, Dr. Sher Afghan Niazi has
said that the National Reconciliation Ordinance (NRO) is not person
specific but for all the politicians and the cases based on proofs would
not be withdrawn. Talking to media men before the start of the session
of the National Assembly on Tuesday, Dr. Sher Afghan said that
challenging of the Ordinance in the court would not make any difference
and politicians against whom case were registered would appear before
the Review Board.
He said that the court cannot completely reject the NRO but can point
out flaws, adding that in case of pointing out flaws by the courts,
would be removed in accordance with the constitution and law. Commenting
on the situation emerged after the resignation of the Opposition, the
Minister said that it not affected the reputation of the Assemblies and
it has the same reputation, which it had on the first day of the start
of the Assemblies.
Giving credit to President Pervez Musharraf on the completion of the
terms of the Assemblies, the Federal Minister said that the severe
criticism would also not to affect his (Musharraf) resolve to bring the
democracy in the country. Pakistan achieved a reputable position during
the tenure of Pervez Musharraf and played as a front line state against
the war on terror, he added.
