CDA, WAPDA, PTCL, Sui Gas responsible for delays in development projects

ISLAMABAD—The high-ups of Capital DevelopmentAuthority (CDA), WAPDA,
PTCL and Sui-Gas Saturday burst at each otherduring a meeting of
Sub-Committee of Senate Body on Interior to justifythe inordinate delays
in a number of development projects in the federal capital.
Convenor of the Committee Senator Talha Mehmood warned the officialsto
behave in the meeting otherwise they would be expelled from the
committee room. Talking to media persons after the meeting Talha said
there was a huge communication gap between the four departments and it
was observed that the PTCL, WAPDA and Sui-Gas were equally responsible
for inordinate delay in development projects and not only the CDA.
He said it was for the first time that the high-ups of four departments
were summoned to justify their guilt before each other. The committee
expressed serious concern over the absence of heads of PTCL, WAPDA and
Sui-Gas, Talha said. The Committee also expressed concern over lack of
coordination between CDA, PTCL, WAPDA and Sui-Gas which resulted in
inordinate delay in development projects and added the miseries of the
citizens.
Talha said the Committee was informed that WAPDA often install electric
polls and transformers at such places that later cause trouble in
execution of new projects. The CDA Chief told the Committee that the
Authority has paid payment of 54 transformers to WAPDA two years back
but so far WAPDA has provided only 13 transformers.
The Committee constituted a cell comprising the representatives of the
four departments to sit together and remove their misunderstandings and
communication gap. The Committee directed the cell to find out the facts
that led to delay in development projects and give a report in this
regard to the Committee within 15 days, Talha said.
The cell would meet frequently even more then twice in a month to ensure
timely completion of on-going and up coming development projects, the
Senator said. The Committee directed the CDA to ensure quality and
timely completion of new development projects and take strict action
against contractors responsible for delay in projects.
WAPDA, PTCL AND SNGPL were directed to devise a system of shifting or
relocating their services in coordination with CDA with a view to ensure
speedy completion of new projects. The Senate body directed CDA to
ensure fool-proof drainage system in the federal capital and ensure the
rain water does not block the roads and movement of the citizens goes on
unhampered.
Earlier, Chairman CDA and representatives of WAPDA, PTCL and SNGPL
apprised the Committee of the difficulties being faced by these
organizations in developing the road infrastructure in the federal
capital. The meeting was also attended by Senators Gulshan Saeed and
Tahira Latif. |
