China, Kazakhstan vow to work more closely on Int’l affairs
Beijing(China)—China and
Kazakhstan on Wednesday pledged to expand their cooperation on
international affairs as Kazakh President Nursultan Nazarbayev paid a
state visit to Beijing.
Their pledge came out of the document titled “China-Kazakhstan
Cooperation Strategy for the 21st Century” signed between Chinese
President Hu Jintao and Nazarbayev Wednesday afternoon. The 13-page
document covers China-Kazakhstan cooperation on politics, economy,
security, culture and international affairs. Earlier, Hu and Nazarbayev
held about-90-minute talks in the Great Hall of the People. “China and
Kazakhstan are deeply convinced that the United Nations (UN) play a
crucial role in safeguarding world peace and security,” the document
said.
It said the two countries think it is necessary to reform the UN, but
oppose any hasty measures. The two countries maintained that the current
and new international and regional disputes be resolved by political and
diplomatic means. “It is imperative to step up anti-terror cooperation
under the UN framework,” the document said.
China and Kazakhstan reiterated to intensify the international nuclear
non-proliferation mechanism under the nuclear Non-Proliferation Treaty,
the document said. The two countries also vowed to make unremitting
efforts to develop the cooperation on security, economy and other fields
under the framework of the Shanghai Cooperation Organization. They said
in the document they would like to work with Central Asian countries to
expand cooperation on various fields, particularly on fighting the
terrorism, extremism and separatism.
Apart from “China-Kazakhstan Cooperation Strategy for the 21st Century”,
Hu and Nazarbayev also sign 12 documents on economy, energy, finance,
education, transportation. Nazarbayev was in Beijing for a five-day
state visit, the first since he won a re-election last December.
Nazarbayev is scheduled to meet with top legislator Wu Bangguo and
Premier Wen Jiabao. The visit will also take him to Hong Kong and Macao.
The document “China-Kazakhstan Cooperation Strategy for the 21st
Century” was signed by Chinese President Hu Jintao and visiting Kazakh
President Nursultan Nazarbayev after their talks.
The 13-page Chinese version document covers a wide range of such
cooperative fields on politics, economy, international cooperation,
security, culture. Besides the document, China and Kazakhstan also inked
12 agreements and protocols on energy, finance and economy. “The two
sides will continue to carry out cooperation between law-enforcement
departments of the two countries to fight against drug smuggling,
weaponry and explosives trafficking, money-laundering and transnational
organized crimes,” the document says. “The two sides will take measures
to crack down on illegal immigration and perfect the legal basis in this
regard,” the document says. According to the document, the two countries
also vowed to fight against cross-border crimes, terrorism, separatism
and extremism, stressing their security cooperation will not target a
third party,
“To safeguard security when contingencies occur, the two governments are
required to enhance constructive dialogue on disaster prevention and
relief and hold joint disaster-relief exercise aimed to dispel
environmental threats within the framework of Shanghai Cooperation
Organization (SCO),” the document says. China and Kazakhstan are members
of the SCO, a regional organization which also groups Kyrgyzstan,
Russia, Tajikistan and Uzbekistan.
The two neighboring countries also tackled their concerns over
preventing pollution of transboundary rivers in the document, saying
they will ensure reasonable use and protection of water and biological
resources in the rivers.” It is Nazarbayev’s first state visit to China
since he won a re-election last December. During Nazarbayev’s five-day
China visit, Chinese top legislator Wu Bangguo and Premier Wen Jiabao
will also hold talks or meet with him respectively.
