CJ calls for speedy, inexpensive justice

ISLAMABAD—Chief Justice of Pakistan Iftikhar Muhammad Chaudhry Saturday
stressed the need for speedy and inexpensive justice to common man.
He was addressing the 27th pre-service training course for the Civil
Judge-cum judicial magistrates and certificate distribution ceremony
held here at the Federal Judicial Academy. “You are the custodians of
law and the rights of the people, therefore, there should not be any
complain against you from the litigant public,” he observed.
He said providing speedy and inexpensive justice to the common man was
the duty of a judicial officer. “Litigant public is not concerned with
the knowledge and information of a judge but with the administration of
speedy justice,” he observed. A judicial officer should be committed to
providing justice to the litigants and disposing of pending cases at the
earliest by maximum available resources.
Advising the young judicial officers he said: “you can only command
respect when you respect other including members of the Bar, court
personnel, litigant public and all concerned. In any situation and at
any place you should not be harsh with any one.” About the qualities of
a good judge, the chief justice said he should not only be knowledgeable
and honest but also above-board, courteous, caring, courageous,
considerate and role model for other in the society.
Regarding recognition of the need for judicial education, he said, “it
is now firmly established around the world. Resultantly, pre-service and
job trainings are routine features as far as judicial education is
concerned.” In pre-service training, the newly appointed persons are
educated to enable them to become good adjudicators. In continuing
judicial education, the sitting judicial officers undergo professional
development.
Earlier speaking on the occasion, the director general of the academy,
Moazzam Hayat said that the Rule of law was a ‘sine qua non’ for a
civilized and progressive society. In maintaining and enforcing the Rule
of law judges of all ranks and cadres play a vital role, in fact, a
pivotal role. The judicial officers, attending the academy, are
conscious of the factthat only a strong, fair and independent judiciary
can uphold the ruleof law. “What we have done in the past five weeks is
to inculcate in theparticipants the spirit with which they can maintain
the noble tradition of judiciary,” he maintained.
A representative of the trainee judges, expressing views of the
participants, said knowledge and skill gained at the academy would be
useful in their professional duties. A considerable number of judges of
the Apex Court, Judge In-charge of the Academy Justice Muhammad Nawaz
Abbasi, sitting and retired judges
of the high and district courts, Dr. Faqir Hussain, Registrar of the
Supreme Court of Pakistan, parents of the trainee judges and their
relatives also participated in the ceremony. |
