CDA warns against violation of building layout plan

ISLAMABAD—The Capital Development Authority (CDA) has warned the owners of residential and commercial plots against violation of building layout plan.
It has advised the owners to hire a licensed architect for preparation of map, a CDA official told APP Thursday. "The approved list of architects can be obtained from the Building Control Section of the CDA,' the official said.
The Authority would also constitute a panel of engineers in consultation with National Engineering Council for consultation on making quake-proof building, he said. The names of CDA-approved architects would also become members of the panel, the official said. The owners were also advised to get their land demarcated by Land Survey Division of the CDA before taking possession of the plot.
The official said that the building plans must be submitted to Estate Management Directorate with copies of allotment letter, transfer letter (if any), possession certificate, letter of sub- division (if applicable) and letter of acceptance of attorney issued by the CDA.The architect hired by the owner of the building might contact the Building Control Section in connection with approval of plan and the construction work could only be started only after the plans were approved by the Authority.
The approved plan must be followed strictly and in case any change was desired a revised plan must also be got approved from the authority, he said, pointing to reports that two additional storeys had been built at the Margalla Towers without securing approval from the CDA. If basement is to be constructed the owner should ensure water proofing and all necessary precautions for safety of adjacent structures. On completion of the construction work, notice of completion must be submitted to the Authority at the earliest for on-site inspection.
The CDA has observed that some of the owners of the high- rise apartments have not yet submitted notice of completion to the Authority resulting in non-issuance of completion certificate to them. He said if the owner had any complaint regarding approval of plans or issuance of completion certificate, the matter should be brought to the notice of the Authority.—APP
