By Adnan Rafique
ISLAMABAD—The 4th meeting of Prime Minister's Project Monitoring
Committee held here Tuesday with Dr. Salman Shah, Adviser to Prime
Minister on Finance and Economic Affairs reviewed water and power sector
projects.
Sindh Finance Minister, Chairman WAPDA, Secretary Planning and
Development and senior officials from the Ministries of Finance and
Economic Affairs attended the meeting.
The meeting reviewed the implementation status of the decisions taken in
the last meeting as well as analyzed the reasons for the delay of 15
selected slow moving projects of water and power sector, according to a
press release issued here.
These projects include National Drainage Programme, Second Flood
Protection, Satpara Dam, Irrigation System Rehabilitation in Punjab,
Extension of Pat Feeder Canal, Revamping/Rehabilitation of Irrigation
and Drainage System in Sindh, Extension of Right Bank Outfall Drain from
Sehwan to Sea, Gomal Zam Dam, Kachhi Canal, Golen Gol Hydropower,
Transmission Arrangements for Power dispersal at Ghazi Brotha
Hydropower, Khan Khawar Hydro Power, Allai Khawar Hydro Power, Dubair
Khawar Hydro Power and 500 KV Muzaffargarh-Gatti Transmission Lines.
The committee was informed that P & D Division had selected these slow
moving projects resulting in cost and time over-runs. The Adviser
observed that many projects were poorly designed and needed
rectification, furthermore instead of thinly allocating funds to all the
projects, the Planning and Development Department in consultation with
all the stakeholders and sponsors review the design, effectiveness and
impact of these projects and prioritize viable projects, which can be
completed within time.
The committee also decided to hold its meeting in every province to
monitor projects implementation and the relevant provincial implementing
agencies will be required to apprise the Committee with the causes of
delay and impediments in the way of implementation of the projects. |
